Fiscal Management Services

 

UDS provides comprehensive in-home personal care using UDS personal care attendants, but you may choose to hire your own caregiver - even a friend or relative. As a waiver participant, you have the right to exercise decision-making authority over your waiver services if you accept the responsibility for managing them. The FMS Payroll services program offered by UDS makes it easy for you to act as their employer.

HCBS consumer model services
As a waiver participant, you have the right to exercise decision making authority over your waiver services. This requires you to accept the following responsibilities for taking a direct role in managing them.

  • Recruiting and hiring your personal care attendant
  • Determining their duties and work schedules
  • Orienting and training them in their duties
  • Supervising their daily activities
  • Reviewing their performance
  • Discharging them when necessary
  • Insuring that they are paid timely and accurately

UDS can help
FMS Payroll Services is a program of United Disabilities Services that is certified by the State of Pennsylvania to provide Financial Management Services to assist you in your obligations as an employer. As your employer agent we will be responsible for delivering the following service required by law.

  • Complete and file all necessary paperwork to set you up as an employer in Pennsylvania
  • Provide all necessary paperwork to enroll employees so they can begin work
  • Prepare and distribute employee paychecks
  • Withhold and deposit all federal, state, and local taxes
  • File all applicable tax forms
  • Issue W-2's to your employees
  • Submit for Criminal Background Check and verify citizenship for your employees
  • Purchase Workers Compensation for your employees
  • Manage workplace injury claims
  • Process and pay invoices for services approved in your individual plan
  • Process unemployment claims
  • File all necessary paperwork should you terminate from the program or transfer to another employer agent
  • Provide you with appropriate reports

  • Processes and procedures for payroll
  • Workplace Safety
  • Reporting workplace injuries
  • Employer Responsibilities
  • Compliance with all Federal, State, Local, and IRS regulation

Services my way
Under this model of service you have complete decision and budget authority over your Individual Service Plan. As you work with your care manager to determine the services you need, you create a budget that appropriates funds to pay for them. As your needs change, you have the flexibility to shift funds from one service to another as long as you stay within your budget allotment.

You are responsible for managing your services and authorizing your FMS provider to pay for them as they are rendered. To assist you with this responsibility FMS Payroll Services provides the following:

  • Complete payroll services as noted above
  • Processing and paying for goods and services outlined in your budget
  • Tracking and reporting disbursements and balances
  • Providing you with monthly reports that show the budget activity and the status of funds
