The OBRA Waiver is a Home and Community Based program funded by the Commonwealth of Pennsylvania Department of Public Welfare (DPW). The program offers support to adults with developmental or physical disabilities whose disability occurred before the age of 22. The goal is to improve quality of life by enabling you to live independently in your own home, thereby preventing inappropriate institutionalization. UDS is a Supports Coordination agency and provider for personal care and personal care attendant payroll services.
CSPPPD
CSPPPD stands for Community Services Programs for Persons with Physical Disabilities. These programs are funded by the Commonwealth of Pennsylvania Department through the Office of Long Term Living and are intended to help people with disabilities remain in their home.
UDS can be the Supports Coordination agency, or provider of service for the designated service coordination agency. We can also assist you in obtaining personal care services, payroll services for attendants, and therapies. CSPPPD includes the OBRA Waiver, the Independence Waiver, and the COMMCARE Waiver.

Eligibility
Adults, age 18 and older, with a disability that was onset before the age of 22 and expected to last a lifetime may be eligible. The individual may be an inappropriately placed nursing home resident, be Medicaid eligible, not on ventilator support, and not have a primary diagnosis of mental illness or retardation. The disability must severely limit the person's ability to function in at least three of the following activities of daily living: self-care, communication, self-direction, mobility, learning, or ability to live independently.
