Judy Naylor COO since 2010 is a results oriented leader with a proven record of operational achievements. Judy was recently a member of the D&E Communications senior leadership team handling a broad array of business issues. Over her ten years with D&E, she served as Management Liaison for the Board's Compensation Committee and the Board of Directors on executive compensation, governance, peer operational studies, and executive agreements. Judy has been a Senior Professional in Human Resources since 2001 and is a member of the Society for Human Resource Management.

Marybeth Tearpock was hired in 2003 as Chief Financial Officer and oversees all UDS financial functions. She was previously Assistant Director and Finance Manager at the Lancaster Cleft Palate Clinic where she was responsible for the Financial Information Systems functions and worked with key legislators to obtain critical funding to support the clinic. She is a member of the IMA and the Philadelphia Association of Financial Professionals. She serves as Treasurer on the Board of Directors for SHARE of Lancaster.  Marybeth graduated from LeMoyne College in Syracuse, New York.

Cindy Davidson was promoted in 2009 to the position of Chief Communications and Development Officer after serving as Vice President of Sales and Marketing since 2008. Cindy has 25 years experience in senior level sales and marketing positions in five major healthcare organizations and two Fortune 500 companies. Cindy brings high ethical standards to UDS and strives to create a high energy marketing and development environment. She is a graduate of Millersville University and is a member of the Association of Fundraising Professionals and the Lancaster Rotary Club.
