Our executive team is dedicated to having a positive impact in the lives of people with disabilities through sound financial stewardship, dedicated service and strategic advocacy. They bring a wealth of experience in nonprofit management and executive leadership to UDSF as well as passion for our mission to help people of all abilities lead independent, fulfilling lives.

Bill Kepner - President and CEO Bill Kepner President & CEO

Bill Kepner was named President and CEO of UDS in July 2010. He was originally hired as COO in 2008 as part of a succession plan following former President and CEO Gerald Meck. Bill previously served on the UDS Board of Directors and was Board President in 1994 and 1995. Bill brings over 25 years of experience in senior level management to UDS, most recently as Chief Operating Officer of the Inglis Foundation in Philadelphia, a housing and community services organization for people with disabilities. Bill graduated from Juniata. He currently serves as President of the Pennsylvania Provider Coalition.

Judy Naylor, COO Judy Naylor COO

Judy Naylor, COO since 2010, is a results-oriented leader with a proven record of operational achievements. Judy was recently a member of the D&E Communications senior leadership team handling a broad array of business issues. Over her ten years with D&E, she served as Management Liaison for the Board’s Compensation Committee and the Board of Directors on executive compensation, governance, peer operational studies, and executive agreements. Judy has been a Senior Professional in Human Resources since 2001 and is a member of the Society for Human Resource Management.

Judy Naylor, COO since 2010, is a results-oriented leader with a proven record of operational achievements. Nancy McCormick VP of Business Development

Nancy McCormick was hired in December 2013 as Vice President of Business Development. Nancy is leading the execution of the business plan and new business strategy. She oversees the sales team, marketing strategies and development of proposals that help UDSF move forward as an organization. Prior to joining UDSF, Nancy was Area Vice President of Sales at Gentiva Healthcare responsible for the Northeastern United States market. She earned a B.S. in Sociology from Bridgewater College, Bridgewater, VA. She is active in the Alzheimer’s Association of Chester County and Professional Women’s Networking Group.

Nancy McCormick was hired in December 2013 as Vice President of Business Development. Nancy is leading the execution of the business plan and new business strategy. She oversees the sales team, marketing strategies and development of proposals that help UDSF move forward as an organization. Prior to joining UDSF, Nancy was Area Vice President of Sales at Gentiva Healthcare responsible for the Northeastern United States market. She earned a B.S. in Sociology from Bridgewater College, Bridgewater, VA. She is active in the Alzheimer’s Association of Chester County and Professional Women’s Networking Group.

Laura Deeghan Director of Finance

Laura Deeghan joined the UDS family in December of 2008.  She brought a well-rounded background in Finance and Management from the corporate manufacturing and  construction industries, and an expertise in driving efficiency and productivity through financial oversight and team leadership.  Laura oversees the financial operations of the business as the Director of Finance.  Her years of corporate experience have shaped her results-driven leadership style.  She has a bachelors degree in science for accounting from Millersville University, and is a member of both the American Payroll Association and the Institute of Management Accountants.
